What it does

CAIRL begins with a continuing identity for the person. They authorize what is relevant to an interaction, and the receiving service gets the appropriate proof or information without gaining control of unrelated identity or history.

Data minimization is the infrastructure expression of that model. Instead of transferring copies of government IDs, document fields, or identity dumps, a platform receives the claim that answers the question it actually asked.

That can reduce unnecessary identity-document handling for the service. It does not eliminate privacy, security, authorization, or retention responsibilities.
